Based on the actual situation that we have a large number of migrant workers, and a large number of factories and enterprises, we must strictly prevent the bank run tide, factory evacuation tide, and migrant workers returning home tide.

Chiefs, according to the State Council Central Military Commission’s Normal to War transition instructions, and the decision of the provincial party committee standing committee, the province has completed the establishment of the military command structure at all levels as of 18:00 on April 18.

1. The structure of the command. The provincial military-civilian joint command, the South China Sea area command post, and a number of special mobilization command posts have been set up.

2. Composition of command post personnel. The provincial party committee secretary is the general commander of the provincial military-civilian joint command, the governor, the provincial military region commander, political commissar for the commander are commanders.

Two centers including the command and control and national defense mobilization have been set up, to take charge of three departments including management and coordination, political work, and rear area logistics support.

The command and control center is mainly responsible for ensuring that the commander set the determination of action before participating in the war, command and control the ground defense, maritime reconnaissance, and people’s air defense, and assist in anti-terrorism and stability operations.

The defense mobilization center is mainly responsible for guaranteeing the commander to set the mobilization determination, organizing and coordinating the implementation of national defense mobilization tasks, organizing mobilization support, assembly, transportation, handover, and other actions; the other three departments are responsible for the planning, organization, and coordination of related areas.

3. The command and decision-making operation mechanism. A unified leadership, sub-domain decision-making, coordination, and implementation of the command and decision-making and operation mode has been set up.

One, is the establishment of unified leadership of the command party committee, the first secretary is the provincial party committee secretary, and the secretary and deputy secretary are the provincial military district political commissar, governor, and provincial military district commander respectively. The party committee shall collectively study and make decisions on major national defense mobilization matters before joining the war.

Second, is the clear division of responsibility for sub-domain decision-making. After the party committee makes a decision, the commander of the division is responsible for the implementation. The governor is responsible for organizing the implementation of mobilization tasks. The commander of the provincial military district is responsible for organizing and commanding the action before participation in the war, in collaboration with the governor to organize the implementation of mobilization tasks. The political commissar of the provincial military district is responsible for organizing and leading political work, in collaboration with the commander to organize and command relevant actions.

Three, is the execution capability to collaborate and implement tasks. Routine coordination, contact, and consultation mechanism should be set up to meet and discuss the list of issues prior to action, give feedback on the mobilization process during the action, and jointly evaluate the effectiveness and the results after the action, to achieve fast and efficient command.

Fourth, is the command and insurance system. Based on the information security of the data and information room, a battalion scale information and communication force shall be set up at the provincial level, while a company scale and a platoon scale one should be set up at the municipal level and the county level respectively, to ensure the communication capability.

Using the means of the military and civilians at all levels, four main links have been established.

One, information link from the military commission joint command center to the war zone joint command center, to the province, city, and county military joint command center has been set up; mainly relying on the war zone joint command information system and the confidential information remote delivery system to be integrated into the joint command system.

Second, leadership, management, and information links from the mobilization department of the military commission to the provincial military district leadership management, mainly relying on the 509+ platform, national defense mobilization task information command system to assist mobilization organization command.

Third, the command communication links from the provincial, city, and county level military-civilian joint commands to the task teams, mainly relying on the ultra-short wave, Tiangong-1 satellite phone to establish mobile communications in motion.

Fourth, command and communication links from the army to the civilians, relying on the interconnection of the confidential password system on the Acer government intranet to deploy the national defense mobilization information system in relevant local civilian departments, and to introduce and import all kinds of civilian data to the military-civilian joint command, to open up the connection channel between the military and the civilian department.

接收国家动员令和平战保卫指示后，经省委省政府确定广东省委立即召开常委会扩大会议

同志们，下面我们召开省委常委会扩大会议，主要是研究我省转入战时体制有关重大问题。

首先请张虎同志传达国家动员令和国务院中央军委关于转入战时体制的指示精神，提出平战转换建议。

我首先传达中华人民共和国动员令。

常委扩大会议主要是传达上级命令指示，明确意图，研判形式，明确平战转换的主要工作和总体要求。

根据上级指示精神，结合我省实际，建议按照平战衔接，军力策动，快速有序的原则。

重点抓好以下三项工作：

一是构建国防动员指挥体系

二是实行战时工作机制

三是战时管制准备

下面请大家讨论发言

按照多域俱优，精准动员，作战概念引领

基于广东使命任务提三条建议：

一，迅速构建军地联合指挥体系

二，统筹做好战略决胜动员准备

台海方向重点是：

补兵源、保前推、保装载、保航渡、保登岛

南海方向重点是：

补盲区、维权益、援运输、护岛礁、控海域

据此，我认为应当按照需求主导、统分结合、把握差异、精准施策的思路办法，统筹做好战略决胜动员执行准备

三、突出转化新域新制资源潜力，要着眼有效弥补部队不足，坚持把科技动员摆到动员执行准备的突出位置来抓，由省军区会同相关行业主管部门，进一步深挖转化、侦察预警、网络攻防、搜救、跨海投送等 决战急需的新域新制资源潜力，确保极优资源，保障战略决胜。

书记、副书记，我的意见是：

坚决执行党中央习主席的命令，坚决完成资源保障、战略决胜的广东使命。

提两点建议：

第一、迅速成立军地联合指挥部党委

第二、高度关注自身防卫问题，坚持底线思维，未雨绸缪、未攻先防、全程防卫，以珠三角超密城市和区内重要军事、民生目标为重点，及早筹划，统筹做好对空防护，目标防卫的各项临战准备工作，最大限度保护人民群众生命财产安全，最大程度保持动员潜力稳定持续。

我补充一点建议：

按照一手保前线，一手抓稳定的思路，从严从紧，搞好社会防控，启动党政军警民联防联控机制，和战时管控特别措施，把前些年新冠疫情防控的经验做法，转化为战时社会防控的举措，确保人民群众生产生活有序，社会大局稳定，为战略决胜创造有利环境和条件。

其他领导提出相关建议后，省长提出有关要求，省委书记作出决策部署：

当务之急，重中之重的事，根据党中央部署，按照保生产、保动员、保打赢的要求，科学统筹，有力有序的组织生产、转产、扩产，稳定生产。

全省各级、各地区、各部门要迅速把工作中心从抓经济发展调整到保战略决胜上来，要按照军民一心，军品优先的原则，统筹抓好军需生产和民用生产。

要有针对性的出台战时政策措施，努力引导和支持，列入”新域新制潜力资源”名录的，高精特新企业转产扩产。

要综合运用政治、经济、行政、法律等手段，指导帮助省属企业、重点民营企业留住工人，稳定生产。

与此同时，还要着眼有效防止和化解资源断供，产业断链的风险，多做并举做好动员与反动员，域内动员和海外动员的工作，确保重要战略物资供给安全。

同志们，战略决胜，事关民族复兴伟业，关乎国家前途命运，影响世界战略格局，实施平战转换，是打赢国家总体战，和决胜之战，新时代人民战争的关键之举，必须抓紧抓好。

第一，要统一思想认识，强化转折自觉，不惜一战，粉碎台独和强敌图谋，坚决捍卫国家主权和领土完整，是党中央，习近平总书记统筹国际国内两个大局、统筹中华民族伟大复兴战略全局，审时度势作出的重大战略决策。

我们要自觉强化广东担当，以高度的政治判断力、政治领悟力、政治执行力，把思想和行动统一到党中央、中央军委的决策部署上来，众志成城，支援保障，战略决胜，确保不辱使命，不负重托。

第二，要统好组织指挥，明确转得合理，刚才，周何同志，守信同志分别提出了开设军地联合指挥部，成立指挥部党委的意见，我都同意，按规定报上级党委审批。

省各行业专项指挥所，要坚决服从联合指挥部的统一指挥，军地各级各部门，既要各司其职又要密切协同，确保党政军警民一起联动，合力制胜。

第三，要统筹把握，统筹推进落实，提升转折制胜，总体谋划上，要精准把握，平战转换的节奏、范围和强度，既全力保障部队所需，支援前线作战，也兼顾群众生活，确保后方稳固。

动员重心上，要统筹台海与南海两个方向，海上与陆上两域保障，传统新式两位力量，省内与海外两种资源，聚焦聚力资源保障台海方向。

组织实施上，要统筹经济发达城市与相对落后地区，一般行业领域与重点行业领域，确保高效有力转入战时体制。

第四，要统住战时管理，稳固转折底线，要树牢底线思维，紧贴我省以外的人口多、工厂企业多的实际，严防金融挤兑潮，工厂撤离潮，民工返乡潮；要紧贴我省战略通道多，重要目标多的实际，严密做好保障护路、目标防卫等工作，严防敌打击袭扰；要紧贴我省毗邻港澳，海防线长的实际，严防敌渗透破坏，以港乱中，以乱扰战等等。

总之，要多措并举，多管齐下，确保稳住人心，稳住秩序，稳住后方。

会议结束后，省委办公厅印发会议纪要，建议各部门按照会议部署，立即开设军地联合指挥部和作战指挥所，具体筹划部署，组织展开全省平战转换工作。

各位首长，根据国务院中央军委平战转换指示精神，和省委常委会研究决定，我省于4月18日18时，完成军地各级指挥机构开设。

1、指挥机构编成，编省军地联合指挥部，南海方向指挥所，和若干专项动员指挥所。

省军地联合指挥部，由省委，省政府，省军区和省国动委相关企业单位，以及武警广东总队，武警机动六支队，海防311旅编成，为省军区作战指挥中心开设，适时向省战备指挥所转移。

省军地联合指挥部，作为本辖区指挥运用国防动员资源，组织落实动员的最高决策指挥机关，直接接受东部、南部战区指挥，重点筹划组织战略决策和国防动员行动，以及决策防卫作战行动。

南海方向指挥所，由指挥部精干力量编成，适时向湛江地区派出，重点负责南海方向海上参战之前行动，组织筹划与指挥控制。

专项指挥所依托军地有关部门和行业系统，组建人民防空，交通动员，国民经济动员，舆论宣传，维稳治乱等十二个专项指挥所，为各牵头单位开设，在军地联合指挥部统一下，分领域组织落实动员任务，组织指挥专项行动。

2、指挥所编组，省军地联合指挥部，省委书记为总指挥员，省长，省军区司令员，政治委员为指挥员。

编指挥控制和国防动员两个中心，管理协调，政治工作，后方保障三个部门，指挥控制中心主要负责保障指挥员定下参战之前行动决心，指挥控制地面保卫、海上侦查、人民防空、协助反恐维稳的行动。

国防动员中心主要负责保障指挥员定下动员决心，组织协调落实国防动员任务，组织动员支援、集结、输送、交接等行动；其他三个部门分别负责相关领域的筹划组织协调工作

3、指挥决策运行机制，建立统一领导，分域决策，协调落实的指挥决策与运行模式，

一，是设立统一领导的指挥部党委，第一书记由省委书记担任，书记和副书记分别由省军区政治委员，省长和省军区司令员担任，党委集体对参戰之前，和国防动员重大事项进行研究决策。

二，是明确分域决策的分工负责制，党委作出决定后，由指挥员分工负责，贯彻执行，省长负责组织动员任务落实，省军区司令员负责组织指挥参战之前行动，协同省长组织动员任务落实，省军区政治委员负责组织领导政治工作，协同司令员组织指挥有关行动。

三，是汇聚协同落实的工作执行力，建立事务协调，联系会商的机制，事前会商问题清单，事中反馈动员进程，事后联评成效成果，实现快捷高效指挥。

四，指挥保障体系，在依托数据信息室信息保障的基础上，按照省级一个营，市级一个连，县级一个排的规模，各动员一支信息通讯力量进行保障。

利用军地各级手段，主要构建四条链路：

一，军委联指中心至战区联指中心，至省市县军地联合指挥机构指挥信息链路；主要依托战区联合作战指挥信息系统、机要远程递送系统、融入联合作战体系。

二、军委国防动员部至省军区领导管理信息链路，主要依托509+平台，国防动员任务信息指挥系统辅助动员组织指挥。

三、省市县军地联合指挥机构至任务部分队指挥通讯链路，主要依托超短波、天宫一号卫星电话，建立动中通机动通信。

四、军队至地方指挥通讯链路，依托宏基电子政务内网机要密码系统相互通联，在地方相关部门布设国防动员信息系统，在省军地联合指挥部引接地方各类数据信息，打通军地通联链路。

动员筹划的演练

广东省军地联合指挥部接收上级命令指示后，召开了党委会，理解任务，判断情况，各中心部门修订完善的方案，形成决心建议：

同志们，下面开会，东部和南部战区关于国防动员和地面防卫作战命令指示下达后，我们专门召开党委会领会意图，理解任务，明确把相关重大问题，各中心和部门，按照党委会精神，对国防动员和地面防卫作战进行了修订，下面我们召开任务筹划会，研究筹划、动员和地面防卫作战任务，首先请只会控制中心传达理解任务：

指挥员，我们的任务来自三个方面

一，是东部和南部战区向我省下达的动员任务共20类，239项，主要是各类分队1,358支，共140,000人，各型船舶953艘，各种无人装备1653台次/套。机场、码头20个，修、造船厂6家，应急转送中心14个，以及粮库，医院，血站，油库，加油站等资源。 二，是国防动员征兵办会于我省征集新兵役人员，退役军人，特转人才共计15500人。 三，是国家国动委明确，由我省协调落实的区域内国家战略资源，主要包括万吨级火车/船及船舶64艘，飞机38架，火车车厢588节以及机场，房屋等民事设施。

经研判，我省任务可概括为：

一是，力保台海决战，集全省之力保障地市联合，国防作战集群，扩编、机动、集结、装载、作战、搜救等行动。特别是动员征用海空运力保障部队跨海合作，确保夺岛部队过得去、跟得上、攻的上。

二是，支持远弋，基本组织远洋新式力量，对第一岛链外侦察、搜潜、搜救，保障火箭军部队前推部署，支持部队抢救伤员和维修舰机充分发挥作用。

三是，参加南海互通，动员专业抢修力量和海空输送力量协助部队抢修设施塔礁，组织民兵渔船应对越菲马等国的侵权行为，打好海上人民战争。

四是，协助港澳维稳，组织道路交通管制，动员高速客轮、直升机等海空输送工具，保障部队快速过境。组织口岸管控，维护港澳民生保障，防敌以港乱中。

五是，维护后方稳固，集聚党政军警民整体合力，协助守好61个重要军事目标和276个重要民事目标，维护社会秩序，凝聚民心士气，持续保持战争前进。完毕！

刚才，指挥控制中心传达并指认任务。下面，请伟中省长组织研究筹划动员任务。现在，研究筹划动员任务。先请国防动员中心报告有关情况。

第一，动员指导，遵循聚焦台海，统筹两海，聚合体系，联合重铸，聚能心力，形势主导的动员指导。统筹调配全省潜力资源，深挖新域新智动员潜力，优先保障台海决战局势，统筹保障南海策应，综合应对地方和港澳地区连锁反应 。

第二，创建三区动员部署。

1是，安排前沿动员区，由粤东四市组成的战略决策前沿阵地。

2是，南海方向的支撑策应区，由粤西和粤北七市组成战略决策的关键策应。

3是，机动支援核心动员区，由珠三角六个主要城市和74集团军主要部署地组成战略决策的重要依托。

第三，任务区分，重点完成以下五类主要任务。

1，地面征召，按照专业对口，均衡负担，留有余地，确保审批，兼顾持续的原则，预备役人员对口征集，退役军人重点从后方保障区域征集，特招人才重点从珠三角产业集群征集。 2，海上支持动员。包括滚装船，渔船，救捞船，多用途船等各类船舶。主要从省行业系统和沿海十四个市动员。 3，新域新制的资源动员，包括航天侦察，远洋预警，网络空间，水下探测，无人作战资源等新域新制潜力资源，主要从珠三角核心区挖掘动员。 4，装备物资动员。包括修造船厂、粮库、血站、油库、加油站等，按照条块结合的原则，主要从各级经济中心、物资保障基地、区域综合保障中心等实施动员。 5，地面防卫力量动员。包括各类民兵分队和国防动员专业队伍，就地动员，就地使用。主要由各市结合本级任务实施动员。

以上赋予的动员任务中，已经按步动员方案的8类239项任务全部落实。

新增的3类43项任务，采取跨区统筹调配应急扩编组建，组织扩场补充的方式落实。总的来看，能够完成任务。

1、是兵源征召问题，要在一个月内完成15500名兵源的征集任务，特别是首批交付2500名，实现这个征兵时间，时间非常紧迫。

2、是海上支持统筹，主要是各类任务重，战时随船人员质优率，装备设备适配率还有些矛盾问题。 汇报完毕。

刚才，国防动员中心汇报了动员任务落实建议，任务基本明确，关键是能不能落下去。需要关注的两个问题非常重要，大家还有什么补充意见？

我就协调落实国家层面战略资源做个补充发言。

国家国动委明确，广东省范围内的国家层面的战略资源由国家国动委及战略方向协调组同意下达征召令，明确动员任务。

我省负责协调落实资源的集结、编组、改装、输送、交接的工作。这项任务协调环节多，落实链又长。

比如万吨级的滚装船，既要配合国家航运主管部门搞好征集和加改装方案，又要为船舶快速组织编组船上民兵，配备武器装备，还要组织输送和交接。

我们要站在全局高度，切实把这项任务抓好。

建议按照统一决策，分级落实，分行业指导的原则，由省相关行业主管部门指导各市，各自抓好政务落实。

另外，近几年，我省新域新制动员力量建设发展很快，我看部队提出的任务里边，这方面的需求也很多，我们也要关注这部分任务的落实。

谁还有补充意见？

没有的话，我们就围绕兵源征召、海上支援动员、新域新制力量动员，三类主要任务一起研究一下。

首先研究兵源征召问题，请大家发言。

指挥员，针对当前兵源征召时间紧迫的问题，我从三个方面阐述。

一，借助大数据技术发挥基层组织工作，第一时间征召。

二，体检正统化，同步组织体检证考的病史调查，第一时间把征召对象定下来。

三，集结交接快，协调对接军交部门快速组织安排启运计划，第一时间把人员集结起来，按时间节点送到位。为此，建议多部门协助开拓全省异地体检、异地证考特殊通道，为应征入伍提供服务。

副秘书长异地证考异地体检请你们落实好！

好的！我再补充一点！

据反映，现在真要打仗了，既有人踊跃报名参战，也有人畏战、怯战、避战！

我建议，一方面宣传范围要广，各主流媒体要大张旗鼓，宣传我对台战略决胜，关乎祖国完成统一，关乎民族伟大复兴！激发全省人民同仇敌忾，全民支前一致对敌的决心意志！

另一方面反腐力度要大！针对应征人员，建立解困排战，定期走访慰问上门服务，消除其后顾之忧，掌握应征参战情况。对表现突出，尤其是立功受奖的，及时上门报喜，公开表彰奖励，并搞好抚恤优待。

我补充一点，除正面激励以外，还要依法加大惩处力度！对拒不应征者，政府部门抢先上门做工作指导，依法予以行政处分，属中共党员的，按党纪处分，情节严重的，依据刑法、兵役法进行严处！并予以曝光。

全省各级，以现有征兵方式为基础。成立战时兵源征招机构。卫建，公安，教育，退役军人等政府部门要全力配合。坐实最大限度为兵源征招工作服务，法律等要加大宣传。抓足本土记录，时间再紧任务再重， 也要把控时间节点，高标准完成！

我就船舶加改装问题作发言！

全省具备能力的船舶修造企业90家，能够一次性总共组织113艘船加改装，这月内可完成280艘。

我们已采取三种办法实施。

一是，聚优集中，利用全省大型修造船厂，组织千吨级以上输送船舶，分类集中实施。

二是，多点分布，沿海各市选取23处码头，多点快速组织技渔船加改装。

三是，划区资源，从广州，江门，湛江抽组船舶兴调力量，加强至粤东地区。相关工作建议由我们牵头，汇同省农业农村经济组织 进行指导各市，推进落实。

这个事情就由你们牵头加落实。你们还要充分预想各种复杂情况，特别要加强修造船厂，房屋，以及原材料和配件的采购、供给。把方方面面想细，想全，确保按时完成任务。

刚才，动员任务建议里面，提到要加强随船人员装备编配，这个问题大家有什么考虑？

一，配强随船干部，按照保障项目和具体使用的不同，编成3个大队，45个中队，135支分队。准备随船干部231人，其中团职3名，营职45名，其他军队干部183名。 二，优化船上民兵，采取主要船员，加退伍军人，加装备混编模式。输送船舶主要编队防卫力量，加医疗人员，加通讯员。万吨船配排千吨船配班，百吨级船员配班，各组民兵主要编配防备力量，加主要防卫力量主要操作手。 三，加载高新装备，围绕海上民兵最新任务需要。为民兵打仗加装各种无人装备，雷达、声呐等高新装备设备2000多件套。

邹军同志！国防动员中心提出231名随船干部需求，能不能满足？

一，从内地军分区调剂，特别是参加过海上重大维权行动，海军交流进来的团职干部，共有57名，可以依律补充。

二，从地方干部中选配，主要从渔业，渔政系统和基层专务干部选拔熟悉情况，海上维权经验丰富的同志担任指挥员。

三，向上级申请调配，向军委国防动员部申请，紧急调入部分海上行动经验丰富的海上维权干部。

好！海上这样动员非常重要！除了你们刚才讲到的，海上的动员问题一定要解决好！

国防动员中心和政治工作部门要合理调配兵力和骨干，省委组织部，要做好配合相关工作。

这两千多件高新装备，目前确保到位的无人机480架，无人艇70艘。需要抓紧时机转控。

关于无人机，我省动员中心，深圳科威泰 东莞月产能80架，建议紧急动员深圳盛达， 广州童鹏等9家有这个生产能力的企业配合推进。

关于无人艇，我省无人艇动员中心 珠海鱼钩，江龙潜艇月产能可达90艘。以上两项任务均可按时完成。（企业名称待验证）

但可能面临返乡之后和供应链断裂影响，建议采取以下应对措施：

一，组织指定企业，采取措施，稳住在岗工人，从其他企业抽调同类型岗位人员，弥补指定企业的任务缺口。

二，采取外省调购，定点生产保购的方式，确保原材料供应。

三，部署交通运输部门，采取开辟绿色通道等方式，保障各种运输，就汇报这些。

我省是网络大省，网络强省。

根据动员任务需求，如何优中选优，把蕴藏在民间的网络势能发掘到支援作战？大家有什么意见？

上级要求我们动员，我们15支小分队，当前缺口6支60人，工控系统行业网络专家人才32人等，我们的意见是一方面动员安信 ，华为等重点高新企业，增进相应分配，满足部队需要。

另一方面从南方电网广东公司，广州地铁集团等大型企业，适量抽调工控系统行业网络专家。

同时通过计算机网络安全协会，省网络安全协会，省威胁情报数据联盟等三大网络行业协会进一步挖掘潜力。

此外，我们将汇同有关行业主管部门，加强对金融、能源、电力、交通行业，信息系统的监控预警安全防护。确保关键领域安全网格防线不失手。

网络支援动员，要抓紧时间，保质保量完成任务。新域新制领域还包括太空支援，我省有较强的商业卫星生产和组装能力，广州拥有商业航天全产业链。

深圳市能找到所有卫星配套企业，我们能不能主动作为，利用这方面的优势为参战支前做贡献？

指挥员，目前我们依托珠海欧比特，深圳东方红，佛山德雅和际华实验室，四支卫星分队，共有低轨卫星16颗，具备全球遥感0.5至10米超高光学分辨率成像能力。

虽然这些资源由部队直接调用，但资源所在的企业归属我省，如何确保这些力量发挥好作用，我们责无旁贷。

根据前期与部队协调对接，我感到有两个方面需要关注。

一，主动靠前服务企业，行业主管部门派专人进驻企业定点服务，把骨干技术人员稳定住，把重点骨网设施搞托底。确保卫星数据传的回。

二，搞好卫星接收站的安全防护，目前我省共有四个地面接收站，其中珠海一个，黑龙江漠河，新疆乌苏，山东高密各一个，在我省范围的珠海市军地联合指挥所，要将其定位重要防卫目标，加入联合防卫体系。

分布在其他省份的，建议通过战略协调组通报相关省份予以关注。

另外还要做好战时应急生产准备，掌握好商业卫星产业链，供应链，会同相关企业有针对性的搞好生产材料的储备和生产线的预制。

一旦有需要，相关部门快速反应主动协调，缩短审批周期，加快商业卫星应急生产，提高我省高精技术企业资源。

关于新域新制资源动员，相关部门要按照职能分工，抓好任务落实，几个问题我们就研究到这里。

我原则同意国防动员中心动员任务落实任务建议，赞同其他同志意见，没有其他补充意见。

王政委你呢，有什么意见？

我就海外动员补充一点意见。

采取以民掩军，以民援军的方式，以险结合，动员购置高端芯片，精密机械，特种材料等国内紧缺物资。以及石油，粮食，矿产等大宗战略储备物资，破解战时西方联盟对我战略物资围追堵截的困局，大力动员海外华人华侨和团体，积极参与支援保障我军事行动，加大特殊专业人才引进力度，力求全球一切资源可为我所用，确保以外援内的有效果，有效益，有效率。

刚才国防动员中心，汇报了动员任务落实建议，各单位，各部门要按照明确的职责分工，不打折扣，抓好落实。大家围绕兵员征召，新域新制动员有关问题做出了讨论，讲的很好。

王政委就海外动员提了很好的意见，我都同意。下面，我再强调三点：

一，要强化大局意识，聚力复归一统，蕴含战略决胜，是统一之战，复兴之战，只能成功不能失败，我们要坚决贯彻党中央，中央军委决策意图，强化政治意识，全体意识，号令意识，坚决做到，全部精力，向打仗聚焦，一切工作为打仗服务，所有资源向打仗倾斜，为实现祖国完全统一，民族伟大复兴贡献广东力量。

二，要发挥综合优势，全力保障打赢。从改革最前沿走向援战第一线，充分发挥经济优势，广大动员省内海外资源，用足用好海上潜力，有力支援部队作战行动，充分发挥体制优势，全面释放新域新制潜能，有效提升部队战斗力，充分发挥人才优势，积聚各领域智库，为战略决胜提供智力支撑。借此把我省潜力资源扩大。

三，要坚决完成任务， 助力决战。决胜各级要立足最困难最复杂情况，做好万全准备，主要领导要以上拽下，冲锋在前，挺战一线，各部门，要密切配合，高效配合需求。

必须全力以赴抓好落实，确保征召的兵源，动员的物资，持续投入前线，投入正常，动员任务就筹划到这里。

组织研究筹划，地面防备作战任务

同志们

指挥员！根据东部南部战区命令，我省地面防卫作战需分两种情况组织实施：

第一种，是参加粤东四市地面防卫作战。在东部战区的统一指挥下，由武警广东总队

派驻指挥所牵头组织，当地基干民兵编制 7000人参加。

第二种，牵头组织，粤东以外 17个市的地面防卫作战，由本军地联合指挥部牵头组织，

配送力量有 ：武警广东总队（不含粤东四市力量），武警第二机动总队第六支队，现一个机动大队和海防311旅，现第二民兵营共约2.6万人。

根据预案，围绕17个市地面防卫作战

其中提出建议如下

一，关于防卫指导

坚决贯彻战区联合指挥中心，坚持未攻先防，区域联防 ，全面布控，精兵制要，防反结合，注重防护的作战指导。严密组织辖区重要目标防卫，海岸导引机动防卫，和社会维稳治乱，抗议美国反击，维护重要目标安全，维持社会稳定。以辖区总体安全稳定，有效支撑对台战略决策。

二，关于防卫重心

根据战区命令和我省预案，主要防卫方向确定为：

广福，滇桂方向

重点防卫区域为：

广州，深圳，惠州，阳江地区

重要防卫目标包括，战区联合作战指挥中心，海上作战分中心等重要军事目标，以及大亚湾核电站，华南电网等重要民事目标。

三 关于防卫措施

根据预案，以市为单位，按照行政区划，编17个防卫分区，以及海岸管控群，网络信息防护群，机动作战区和后勤保障队。

创建陆岸衔结，点面结合，灵活弹性，防战兼备的防卫措施。其中 17个市，17个防卫分区由各市民兵，公安，应急力量，及市武警内卫支队编成。

关于其他配属力量使用 我们有两个方案

第一，集中使用 将武警广州总队机动支队 武警机动六支队，现一个机动大队和海防311旅部分力量，共约6000人编为三个机动群，配置在深圳，广州，湛江地区。担负珠三角和粤西地区机动支持和反恐维稳任务。

第二，分散使用 将武警机动六支队的四个大队约1600人，分别配属给汕尾，惠州，阳江，河源。

海防311旅两个海防群，约500人携带轻武器，分别配属给佛山，湛江这六个单位重要军事目标，防卫任务较重，自身防卫力量较弱，应予加强。

三，其他配属力量近4000人，由指挥部掌握，编为机动作战群，设四个分群，每个分群负责一个片区机动防卫，针对军地出口，珠三角大规模骚乱事件。

四 ，关于防卫指挥，依托省市县三级军地结合指挥机构，指挥部与广州近海防卫集群，南宁空中作战集群，以及辖区内大区作战 机动支援作战集群，相关重要目标单位创建协同关系。

五，完成准备时限 建议于5月9日12时前完成各项准备，比战区明确的时间提前6小时。

我补充汇报一下！

一，坚持整体联防，充分发挥党政军警民整体的合力，联防联控打赢人民战争。

二，坚持弹性布置，在守住点、控住面的基础上，各级掌握精干力量实施机动支援。

三，坚持底线思维，充分预想我关键性目标遭敌打击，和特大城市发生动乱等紧急情况，配置力量妥善应对。

第一，主要突出维稳治乱，特别是针对广州 深圳两个特大城市可能发生的，大规模骚乱事件，武警机动力量集中使用，可以快速应对突发事件，有效维护社会稳定。

第二，主要突出重要目标防卫，把部分精锐力量，向上述配置，前置部署，提升防卫分区重点守护和快反打击能力，省本级掌握部分精锐支援分区支援，以快制快。

我们倾向第二案

对于指控中心提出的两个方案，大家有什么建议？

我汇报下，我倾向于第一案。

理由是珠三角人口密集产业集中，80%以上的新域新制的资源都集中在这一区域，可以说，稳住了珠三角稳住了广东，珠三角一旦生乱将严重影响动员任务落实，和持续动员能力。因此，防卫重点应放在珠三角地区。

指挥员我更倾向于第二案

基于两点考虑

第一，从作战目的看，防卫作战的核心就是防卫目标，哪里目标多、哪里目标重要，兵力就往哪里配，战区明确的机场，港口，作战阵地，核电站等重要目标，必须精兵部署。

第二，从敌情危险看，主要是特战特袭和潜特破坏，特点是隐蔽突然快打快收，精兵前置才能快速反应。第二案将部分精锐力量配属给防卫分区，部分精干力量区域支援，有利于实现全面布控，精兵置要。

指挥员，我倾向于第一案！

理由有两点

一，便于集中优势兵力机动支援，指挥部直接掌握更多的优势力量，便于应对防卫作战的不确定性，在多方向出现紧急情况时，兵力使用选择余地更大。

二，便于维护特大城市社会稳定，在广州，深圳集中驻扎一定规模兵力，便于形成威慑，遇有情况也能速极处置。

指挥员！我省境内有大亚湾，岭澳，台山，阳江四座核电站，分别由深圳，江门，阳江保卫分区负责。

对于核电站的难点是，一旦发生泄漏如何救援的问题，我们考虑，总体上救援行动区分场内场外分别组织，场内由核电站自生力量组织，场外有各防卫分区力量负责。必要时请示国家相关专业救援力量支援。

我讲两点意见

一，加强政治领域防护，从近几场局部战争，特别是俄乌冲突战争情况看，站在大气候，美西方必极力对我污蔑，抹黑，妄图混淆是非，动摇我正义决战决胜意志。我们要充分发挥舆论法理斗争，心理和民兵队伍作用，加强公众舆论引导和心理防护，凝聚爱国拥军支前的正能量。

二，发挥人民战争优势，充分吸取前些年疫情防控经验，充分动员基层组织，广泛发动干部群众，组织军警民力量，展开网格化管控，营造全民备战氛围，提高民众战灾承受能力，让敌特无藏身之处。

刚才，指控中心提出了防卫作战建议，大家从不同方面发表了自己意见，根据南部战区 用兵陆上作战分中心的命令，结合我省实际，我对防卫作战决心如下：

一，关于防卫指导，原则上同意指挥控制中心的建议，南部战区地面防卫作战，根本上以陆域稳定支撑策应台海主战场，具体到我省要把握两点

1、确保重要目标安全，保障联合作战体系稳定，支撑策应台海和拒止歼敌作战。

2、维护社会稳定，保持动员潜力以辖区总体安全稳定，有力支撑台海南翼策应。

二，关于重要防卫区域，除了广州，惠州，深圳，阳江外，湛江地区有湛江港，遂宁机场，雷达站等重要目标，是南海方向拒止歼敌兵力的重点区域，也要重点防卫。

三，关于防卫部署，配储现役力量的使用。

原则上我同意第二个方案，战区明确的重要目标关系到联合作战体系稳定，必须要精兵控要，确保安全，机动作战力量在分区支援的同时，要做好兵力部署集中处置突发情况准备。

另外再做两个方面调整

第一，核化救援力量的使用，全省核救援力量有限，在依托深圳，江门，阳江自身力量基础上，要把广州地区组织专业力量，编为核化救援力量，在广州统筹救援需要，实施机动救援，同时指挥中心内部要增设核化专家，为救援行动提供服务决策。

第二，网络防护力量的使用，原则上网络防护以自身安防团队为主负责。省网络信息防护群进行支援，支撑力量一定要增强。

其它内容，我同意指控中心的建议。

会后，迅速根据会议精神，整理上报我省动员决心和防卫作战决心。
