In our last two episodes, we discussed the very critical stages of the outbreak of COVID19, or CCP Virus: How doctors found a disease of “unknown cause”, how they sent patients’ samples to different labs in China, how several labs came to the same conclusion that it was a new coronavirus, and how they had reported the results to the authorities. One researcher said he was both scared and excited. He was scared, because he knew this new virus could be very terrible; he was excited, because, through their hard work, they were able to identify the virus, and had isolated the patient. So he believed that it was possible to eliminate the virus before it could spread widely.

However, these early discoveries were suppressed by the Chinese Communist Party, the CCP, and therefore, the most important time window to eliminate the virus has thus been lost forever. And more mishandlings were on the way, to make things even worse.

Jan. 14, 2020: More Denial, More Arrests

On Jan. 14, 2020, Wuhan city health authorities released another statement declaring, “Among the close contacts, no related cases were found.” Wuhan doctors have known this was false since early December, from the first victim and his wife, who did not visit the seafood market.

On the same day, WHO sent a tweet saying “Preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission of the novel #coronavirus (2019-nCoV) identified in #Wuhan, #China.”

On the same day, at a Geneva news briefing, Maria Van Kerkhove, acting head of WHO’s emerging diseases unit, said to reporters that “From the information that we have it is possible that there is limited human-to-human transmission, potentially among families, but it is very clear right now that we have no sustained human-to-human transmission.”

Also on Jan 14, journalists and camerapersons from at least 4 Hong Kong media outlets including Radio Television Hong Kong, Commercial Radio Hong Kong, TVB and Now News were detained while they tried to report from Jinyintan Hospital in Wuhan, the first designated hospital for CCP Virus pneumonia treatment. The police ordered them to delete all the footage they obtained inside the hospital. They were released about 90 minutes later. The police also searched all their belongings.

Jan. 15, 2020: Admission of “Limited Human Transmission”

On Jan. 15, Wuhan Health Commission issued a notice saying that “The available findings suggest that no clear evidence of human transmission has been found and that limited human transmission cannot be ruled out, but the risk of continued human transmission is low. Further studies are being carried out with clinical and epidemiological information.”
1月15日，武漢市衛生健康委員會發布通報說：「現有的調查結果表明，尚未發現明確的人傳人證據，不能排除有限人傳人的可能，但持續人傳人的風險較低。目前，正結合臨床和流行病學資料開展進一步研究。」
In this notice, it first admitted a “human to human transmission” case, saying that “Of the 41 cases diagnosed at present, one was found to be transmission between family members, the husband and wife. The husband had symptoms first, he worked at the South China seafood wholesale, the wife denied a history of exposure to the South China seafood wholesale market.”

Also on this day, the CCP answered the WHO through a statement by Dr. Li Qun, head of the Chinese Center for Disease Control and Prevention’s Emergency Center, who claimed that only a “low” risk of human-to-human transmission of the virus had been detected.
也是在這一天，中共通過中國疾控中心衛生應急中心主任李群醫生的講話回答了世界衛生組織，聲稱經檢測，病毒人傳人的風險「很低」。
In the meantime, Hubei Health Commission ordered to have three levels of Jinyintan Hospital in Wuhan converted into ICU wards, and medical staff from other hospitals were sent there to support.
同時，湖北省衛健委下令將武漢市金銀潭醫院的三層樓改建為重症監護病房，其他醫院的醫護人員也被安排前往支援。
According to Dr. Zhang Dingyu, director of Jinyintan Hospital, his hospital suddenly became the “eye of the storm”. The hospital was soon overwhelmed, every day it was as intense as in a war. All staff was exhausted with overwork.
據武漢市金銀潭醫院院長張定宇醫生說，他的醫院突然變成了「風暴之眼」。醫院很快就不堪重負，每天都像打仗一樣緊張。所有員工都精疲力盡。
Then one day between Jan 12 to Jan 15, suddenly more than 50 junior health workers all quit their jobs in one day, as they were too scared. The hospital, therefore, lost half of its all junior health workers. 18 security guards the hospital hired temporarily also all quit in one day.

Also on this day, a community worker in Wuhan tried to stop without success a mass banquet that would happen three days later.

This community worker is a member of local resident committee . He said there are about 150K-180K residents in his community called Baibuting Community, most of them are local residents. When he heard about the“pneumonia” and that “limited human-to-human transmission cannot be ruled out,” he became worried, and conveyed his concerns to community leaders, suggesting that the banquet be canceled.

Also on this day, the person who would become the first confirmed US patient returned to Washington State after traveling to visit family in Wuhan.

Jan. 16, 2020: Good Example of Taiwan

On Jan. 16, Japan confirmed its first CCP Virus case.

In the meantime, Taiwan upgraded its travel risk warning against Wuhan to level 2 after two experts visited Wuhan and concluded that the virus was spread from human to human. Experts from Taiwan CDC held a meeting and then a press conference to brief journalists about their findings in Wuhan, as well as their warnings to the public. Again, we can see Taiwan was relying on its own experts and information to make decisions.

Jan. 17, 2020: Lost Chances, Ignored Cases

On Jan. 17, the Wuhan Municipal Health Commission resumed its daily updates on new cases of the CCP virus, which had been stopped on January 5, and announced 45 cases as of Jan 16.
1月17日，武漢市衛生健康委員會恢復了在1月5日停止的中共病毒疫情每日通報，並於宣佈1月16日累計病例為45例。
In the meantime, the situation became much worse in Wuhan, residents in Wuhan sharing on social media that people were lying in the corridor of the hospital. Hospitals could no longer take in more patients, and many medical workers were infected. The situation was much worse than what was announced by the Health Commission.
同時，武漢的情況變得更糟，有武漢居民在社交媒體上發文稱醫院人多到躺在走廊地上。醫院容納不下更多的病人；很多醫務工作者被感染。這種情況比衛生委員會宣布的嚴重得多。
However, some of the social media posts were quickly deleted by the authorities.

Also on this day, a relatively small hospital in Wuhan, Youfu Hospital, decided to cancel its Chinese New Year Celebration after several doctors had a meeting and decided that the pneumonia cases they were seeing were not bacterial pneumonia, but viral pneumonia. Otherwise, it could not have spread that fast.
也是在這一天，武漢市一家規模較小的醫院，優撫醫院的幾位醫生開會後決定取消農曆新年慶祝活動，並判斷他們所見的肺炎病例不是細菌性肺炎，而是病毒性肺炎。否則，不可能傳播得那麼快。
Youfu Hospital is a secondary general hospital with a focus on psychiatric specialties and is just 200 meters away from the South China Seafood Market.
優撫醫院是一家以精神科專業為主的二級綜合醫院，距華南海鮮市場僅200米。
A Chinese media “Health Insight” published an article entitled “Lost Chances, Ignored Cases from Smaller Hospitals at the Early Stage of the Epidemic” on Feb. 11, saying that it was a pity that warnings, findings from several smaller hospitals close to the South China Seafood Market were ignored. And the standard to confirm a novel coronavirus case was too high, which included direct exposure to the South China Seafood Market. All these have hindered the chances of containing the virus.

As a matter of fact, as early as Dec. 13, a doctor in Youfu Hospital already suggested giving every patient, who came from the South China Seafood Market, a mask. He also suggested that all doctors in radiology and outpatient departments wear masks, as he saw a patient on the previous day, Dec. 12, who showed some strange symptoms. This patient also said that 7 to 8 employees of his neighboring stall at the South China Seafood Market all had a fever suddenly. This immediately made the doctor suspect that it could be a very contagious disease.

On Jan. 10, Youfu Hospital reported to the Health Commission about the situation that many medical staff and patients were all having a fever, but the Health Commission didn’t respond to their report.

Also on this day, Jan. 17, the US CDC and the Department of Homeland Security’s Customs and Border Protection announced that travelers from Wuhan to the United States would undergo entry screening for symptoms associated with CCP Virus at three U.S. airports including San Francisco, New York (JFK), and Los Angeles. These airports receive most of the travelers from Wuhan.
同樣在這一天，即1月17日，美國疾病預防控制中心和美國國土安全部海關與邊境保護局宣布，在舊金山，紐約（肯尼迪機場）和洛杉磯三大國際機場，所有從武漢到美國的旅客都將接受中共病毒相關症狀的入境篩查。這些機場接待了大部分來自武漢的旅客。
Jan. 18, 2020: Grand Banquet, “Everything Normal”

On Jan. 18, despite the virus outbreak, the city of Wuhan hosted a grand potluck banquet attended by more than 40,000 families in Baibuting Community, so the city could apply for a Guinness world record for most dishes served at one event. When asked whether it was appropriate to organize such a big event when the epidemic was already spreading, the community leader said that it was the tradition of the community to hold the grand banquet, and everything was perfectly normal.
1月18日，雖然疫情已經爆發，武漢百步亭社區還是舉辦了一場有四萬多個家庭參與的萬家宴，以此申請一次活動中展示最多菜餚的吉尼斯世界紀錄。有質疑稱新冠肺炎疫情下不適合舉辦如此大型的活動，社區負責人說，萬家宴是社區傳統，目前一切正常。
If one family has 3 members, 40,000 families mean 120 K people. Soon afterward, cluster outbreaks hit this community very badly, and many people died.
如果一戶有3個家庭成員，4萬個家庭就意味著有12萬人口。此後不久，該社區爆發集體感染，多人死亡。
Also on this day, Dr. Peng Zhiyong, Director of ICU Department of the Central South Hospital affiliated to Wuhan University reported to the second expert team sent to Wuhan that the criteria for diagnosing the cases were too strict. Patients had to meet three criteria including direct exposure to the South China Seafood Market, having a fever, and positive virus testing results. Later the expert team easied the criteria, and the number of cases thus suddenly jumped up.
也是在這一天，武漢大學中南醫院重症醫學科主任彭志勇醫生向派往武漢的第二專家組報告說，診斷病例的標準太嚴格了。患者必須滿足三個條件，包括直接接觸華南海鮮市場，發燒以及病毒檢測結果呈陽性。之後專家組調整了標準，確診人數才突然上漲。
So what does this mean? It means the number was low not because the cases were few, but because the criteria they set up for diagnosing were wrong.

In the afternoon of Jan. 18, Dr. Zhong Nanshan, an authority on SARS, and a top expert of the Chinese Academy of Engineering, received a sudden notification and was asked to go to Wuhan immediately. He formed a “senior expert team”, went from Guangzhou to Wuhan and arrived at midnight.
1月18日下午，非典功臣，中國工程院院士頂級專家鐘南山臨危受命，被要求立即前往武漢。他組建了「高級專家組」，從廣州前往武漢，並在午夜到達。
Also on that day, Taiwan CDC set up a Level 3 Disease Control Center to coordinate the disease control effort.

Jan. 19, 2020: “Still Preventable and Controllable”
2020年1月19日：疫情「仍可防可控」
On Jan 19, the Chinese National Health Commission declared the virus “still preventable and controllable.” The World Health Organization updated its statement, declaring, “Not enough is known to draw definitive conclusions about how it is transmitted, the clinical features of the disease, the extent to which it has spread, or its source, which remains unknown.”
1月19日，中國國家衛生委員會宣布該病毒「仍可防可控」。世界衛生組織更新了其聲明，宣布：「關於它的傳播方式，疾病的臨床特徵，傳播的程度或來源尚不清楚，還不足以得出明確的結論。」
In the meantime, news about medical workers at No. 6 Hospital Affiliated to Sun Yat-sen University in Guangzhou being infected was circulated on Chinese social media. This means the virus had spread to other provinces. The hospital denied this on its Weibo account, but the denial post was quickly removed. This could mean the hospital didn’t want to deny this after all.
同時，國內網上傳出有關廣州中山大學附屬第六醫院醫務人員被感染的消息，證明病毒已經傳播到其他省份。該醫院在官方微博上發帖否認，但否認帖很快被刪除。這說明醫院可能根本不想否認這一點。
Also on this day, the senior expert team led by Zhong Nanshan started their inspection in Wuhan, and went to Jinyintan Hospital, Wuhan’s CDC and the South China Seafood Market. They had a closed-door meeting after the inspections. One expert made a phone call to the National Health Commission and relayed the view that this disease was human to human, and suggested the highest level, “Class A” level management of communicable diseases.

Jan. 20, 2020: Finally, Admission of “Human to Human Transmission”

On Jan. 20, Dr. Zhong Nanshan admitted for the first time in a China Central Television interview that the virus could indeed be spread from human to human and that 14 medical workers had already been infected by just one single patient.
1月20日，鐘南山院士在中央電視台的採訪中首次承認，該病毒確實確實可以在人際傳播，而且已有14名醫務人員被同一名患者感染。
On the same day, the National Health Commission issued a statement, announcing that the novel coronavirus was a “Class B” communicable disease, but “Class A” disease control and prevention measures would be applied. According to China’s Infectious Diseases Control Law, there are only two “Class A” infectious diseases in China: plague and cholera.

In the meantime, the Wuhan Municipal Health Commission declared for the last time in its daily bulletin, “no related cases were found among the close contacts.”

Also on this day, the Wuhan Evening News newspaper, the largest newspaper in the city, mentioned the virus on the front page for the first time since January 5.

Also on this day, Xi Jinping gave some sort of orders about disease control. But at the same time, he didn’t forget to stress that “it is necessary to strengthen the guidance of public opinion, strengthen the propaganda and interpretation of relevant policy measures, resolutely maintain the overall stability of society and ensure that the people spend a stable and happy Chinese New Year.”
同樣在這一天，習近平下達了疫情控制的相關指示。但同時，他仍強調「要加強輿論引導，加強有關政策措施宣傳解讀工作，堅決維護社會大局穩定，確保人民群眾度過一個安定祥和的新春佳節。」
Chinese Premier Li Keqiang also hosted a meeting at the State Council on that day and discussed disease control at the meeting.

Also on this day, Wuhan authorities announced they were distributing 200,000 free tickets to residents for festival activities during the Chinese New Year holiday.

Also on this day, Taiwan set up a “Severe and Special Infectious Pneumonia Epidemic Command Centre”, and multiple doctors in Taiwan gave warnings that this disease was more contagious than SARS.
也是在這一天，台灣成立了「嚴重特殊傳染性肺炎中央流行疫情指揮中心」，台灣多名醫生警告疫情會比非典更具傳染性。
Also on this day, South Korea reported its first case.

Jan. 21, 2020: Celebration Goes On

On Jan. 21, Wang Guangfa, a member of the expert team to Wuhan who said in a TV interview 10 days earlier that the disease was “preventable and controllable” admitted that he himself had actually contracted the virus.
10天前，醫療專家組成員王廣發曾在視察武漢後接受記者專訪時說，這種疾病是「可防可控的」。未料1月21日他承認自己確診感染了肺炎。
In the meantime, CCP leaders in Hubei province attended a “Happy Chinese New Year” performance in Wuhan. Over 40 artists performed to “create a good festival atmosphere”. As a matter of fact, some artists were already sick and feeling unwell, and they had to overcome their fear about the contagious disease by wearing masks, to accomplish their political task. In China, performing arts must also serve political purposes; and artists must serve the CCP. Almost everyone in China knows this.

Also on this day, the US CDC announced the first U.S. case. A resident in Washington State who returned from Wuhan six days ago was diagnosed with the CCP Virus.

And, Australia also reported its first suspected case of a male returning to Australia from Wuhan.

On the same day, at a Geneva news briefing, Maria Van Kerkhove, acting head of WHO’s emerging diseases unit, said to reporters that “From the information that we have it is possible that there is limited human-to-human transmission, potentially among families, but it is very clear right now that we have no sustained human-to-human transmission.”

Also on Jan 14, journalists and camerapersons from at least 4 Hong Kong media outlets including Radio Television Hong Kong, Commercial Radio Hong Kong, TVB and Now News were detained while they tried to report from Jinyintan Hospital in Wuhan, the first designated hospital for CCP Virus pneumonia treatment. The police ordered them to delete all the footage they obtained inside the hospital. They were released about 90 minutes later. The police also searched all their belongings.

Jan. 15, 2020: Admission of “Limited Human Transmission”

On Jan. 15, Wuhan Health Commission issued a notice saying that “The available findings suggest that no clear evidence of human transmission has been found and that limited human transmission cannot be ruled out, but the risk of continued human transmission is low. Further studies are being carried out with clinical and epidemiological information.”
1月15日，武漢市衛生健康委員會發布通報說：「現有的調查結果表明，尚未發現明確的人傳人證據，不能排除有限人傳人的可能，但持續人傳人的風險較低。目前，正結合臨床和流行病學資料開展進一步研究。」
In this notice, it first admitted a “human to human transmission” case, saying that “Of the 41 cases diagnosed at present, one was found to be transmission between family members, the husband and wife. The husband had symptoms first, he worked at the South China seafood wholesale, the wife denied a history of exposure to the South China seafood wholesale market.”

Also on this day, the CCP answered the WHO through a statement by Dr. Li Qun, head of the Chinese Center for Disease Control and Prevention’s Emergency Center, who claimed that only a “low” risk of human-to-human transmission of the virus had been detected.

In the meantime, Hubei Health Commission ordered to have three levels of Jinyintan Hospital in Wuhan converted into ICU wards, and medical staff from other hospitals were sent there to support.
同時，湖北省衛健委下令將武漢市金銀潭醫院的三層樓改建為重症監護病房，其他醫院的醫護人員也被安排前往支援。
According to Dr. Zhang Dingyu, director of Jinyintan Hospital, his hospital suddenly became the “eye of the storm”. The hospital was soon overwhelmed, every day it was as intense as in a war. All staff was exhausted with overwork.

Then one day between Jan 12 to Jan 15, suddenly more than 50 junior health workers all quit their jobs in one day, as they were too scared. The hospital, therefore, lost half of its all junior health workers. 18 security guards the hospital hired temporarily also all quit in one day.

Also on this day, a community worker in Wuhan tried to stop without success a mass banquet that would happen three days later.

This community worker is a member of local resident committee . He said there are about 150K-180K residents in his community called Baibuting Community, most of them are local residents. When he heard about the“pneumonia” and that “limited human-to-human transmission cannot be ruled out,” he became worried, and conveyed his concerns to community leaders, suggesting that the banquet be canceled.

In the meantime, Taiwan upgraded its travel risk warning against Wuhan to level 2 after two experts visited Wuhan and concluded that the virus was spread from human to human. Experts from Taiwan CDC held a meeting and then a press conference to brief journalists about their findings in Wuhan, as well as their warnings to the public. Again, we can see Taiwan was relying on its own experts and information to make decisions.

Jan. 17, 2020: Lost Chances, Ignored Cases

On Jan. 17, the Wuhan Municipal Health Commission resumed its daily updates on new cases of the CCP virus, which had been stopped on January 5, and announced 45 cases as of Jan 16.
1月17日，武漢市衛生健康委員會恢復了在1月5日停止的中共病毒疫情每日通報，並於宣佈1月16日累計病例為45例。
In the meantime, the situation became much worse in Wuhan, residents in Wuhan sharing on social media that people were lying in the corridor of the hospital. Hospitals could no longer take in more patients, and many medical workers were infected. The situation was much worse than what was announced by the Health Commission.
同時，武漢的情況變得更糟，有武漢居民在社交媒體上發文稱醫院人多到躺在走廊地上。醫院容納不下更多的病人；很多醫務工作者被感染。這種情況比衛生委員會宣布的嚴重得多。
However, some of the social media posts were quickly deleted by the authorities.

Also on this day, a relatively small hospital in Wuhan, Youfu Hospital, decided to cancel its Chinese New Year Celebration after several doctors had a meeting and decided that the pneumonia cases they were seeing were not bacterial pneumonia, but viral pneumonia. Otherwise, it could not have spread that fast.
也是在這一天，武漢市一家規模較小的醫院，優撫醫院的幾位醫生開會後決定取消農曆新年慶祝活動，並判斷他們所見的肺炎病例不是細菌性肺炎，而是病毒性肺炎。否則，不可能傳播得那麼快。
Youfu Hospital is a secondary general hospital with a focus on psychiatric specialties and is just 200 meters away from the South China Seafood Market.

A Chinese media “Health Insight” published an article entitled “Lost Chances, Ignored Cases from Smaller Hospitals at the Early Stage of the Epidemic” on Feb. 11, saying that it was a pity that warnings, findings from several smaller hospitals close to the South China Seafood Market were ignored. And the standard to confirm a novel coronavirus case was too high, which included direct exposure to the South China Seafood Market. All these have hindered the chances of containing the virus.

As a matter of fact, as early as Dec. 13, a doctor in Youfu Hospital already suggested giving every patient, who came from the South China Seafood Market, a mask. He also suggested that all doctors in radiology and outpatient departments wear masks, as he saw a patient on the previous day, Dec. 12, who showed some strange symptoms. This patient also said that 7 to 8 employees of his neighboring stall at the South China Seafood Market all had a fever suddenly. This immediately made the doctor suspect that it could be a very contagious disease.

On Jan. 10, Youfu Hospital reported to the Health Commission about the situation that many medical staff and patients were all having a fever, but the Health Commission didn’t respond to their report.

Also on this day, Jan. 17, the US CDC and the Department of Homeland Security’s Customs and Border Protection announced that travelers from Wuhan to the United States would undergo entry screening for symptoms associated with CCP Virus at three U.S. airports including San Francisco, New York (JFK), and Los Angeles. These airports receive most of the travelers from Wuhan.

Jan. 18, 2020: Grand Banquet, “Everything Normal”

On Jan. 18, despite the virus outbreak, the city of Wuhan hosted a grand potluck banquet attended by more than 40,000 families in Baibuting Community, so the city could apply for a Guinness world record for most dishes served at one event. When asked whether it was appropriate to organize such a big event when the epidemic was already spreading, the community leader said that it was the tradition of the community to hold the grand banquet, and everything was perfectly normal.
1月18日，雖然疫情已經爆發，武漢百步亭社區還是舉辦了一場有四萬多個家庭參與的萬家宴，以此申請一次活動中展示最多菜餚的吉尼斯世界紀錄。有質疑稱新冠肺炎疫情下不適合舉辦如此大型的活動，社區負責人說，萬家宴是社區傳統，目前一切正常。
If one family has 3 members, 40,000 families mean 120 K people. Soon afterward, cluster outbreaks hit this community very badly, and many people died.
如果一戶有3個家庭成員，4萬個家庭就意味著有12萬人口。此後不久，該社區爆發集體感染，多人死亡。
Also on this day, Dr. Peng Zhiyong, Director of ICU Department of the Central South Hospital affiliated to Wuhan University reported to the second expert team sent to Wuhan that the criteria for diagnosing the cases were too strict. Patients had to meet three criteria including direct exposure to the South China Seafood Market, having a fever, and positive virus testing results. Later the expert team easied the criteria, and the number of cases thus suddenly jumped up.
也是在這一天，武漢大學中南醫院重症醫學科主任彭志勇醫生向派往武漢的第二專家組報告說，診斷病例的標準太嚴格了。患者必須滿足三個條件，包括直接接觸華南海鮮市場，發燒以及病毒檢測結果呈陽性。之後專家組調整了標準，確診人數才突然上漲。
So what does this mean? It means the number was low not because the cases were few, but because the criteria they set up for diagnosing were wrong.

In the afternoon of Jan. 18, Dr. Zhong Nanshan, an authority on SARS, and a top expert of the Chinese Academy of Engineering, received a sudden notification and was asked to go to Wuhan immediately. He formed a “senior expert team”, went from Guangzhou to Wuhan and arrived at midnight.

Also on that day, Taiwan CDC set up a Level 3 Disease Control Center to coordinate the disease control effort.

Jan. 19, 2020: “Still Preventable and Controllable”

On Jan 19, the Chinese National Health Commission declared the virus “still preventable and controllable.” The World Health Organization updated its statement, declaring, “Not enough is known to draw definitive conclusions about how it is transmitted, the clinical features of the disease, the extent to which it has spread, or its source, which remains unknown.”
1月19日，中國國家衛生委員會宣布該病毒「仍可防可控」。世界衛生組織更新了其聲明，宣布：「關於它的傳播方式，疾病的臨床特徵，傳播的程度或來源尚不清楚，還不足以得出明確的結論。」
In the meantime, news about medical workers at No. 6 Hospital Affiliated to Sun Yat-sen University in Guangzhou being infected was circulated on Chinese social media. This means the virus had spread to other provinces. The hospital denied this on its Weibo account, but the denial post was quickly removed. This could mean the hospital didn’t want to deny this after all.

Also on this day, the senior expert team led by Zhong Nanshan started their inspection in Wuhan, and went to Jinyintan Hospital, Wuhan’s CDC and the South China Seafood Market. They had a closed-door meeting after the inspections. One expert made a phone call to the National Health Commission and relayed the view that this disease was human to human, and suggested the highest level, “Class A” level management of communicable diseases.

On Jan. 20, Dr. Zhong Nanshan admitted for the first time in a China Central Television interview that the virus could indeed be spread from human to human and that 14 medical workers had already been infected by just one single patient.

On the same day, the National Health Commission issued a statement, announcing that the novel coronavirus was a “Class B” communicable disease, but “Class A” disease control and prevention measures would be applied. According to China’s Infectious Diseases Control Law, there are only two “Class A” infectious diseases in China: plague and cholera.

Also on this day, the Wuhan Evening News newspaper, the largest newspaper in the city, mentioned the virus on the front page for the first time since January 5.

Also on this day, Xi Jinping gave some sort of orders about disease control. But at the same time, he didn’t forget to stress that “it is necessary to strengthen the guidance of public opinion, strengthen the propaganda and interpretation of relevant policy measures, resolutely maintain the overall stability of society and ensure that the people spend a stable and happy Chinese New Year.”

Chinese Premier Li Keqiang also hosted a meeting at the State Council on that day and discussed disease control at the meeting.

Also on this day, Wuhan authorities announced they were distributing 200,000 free tickets to residents for festival activities during the Chinese New Year holiday.

Also on this day, Taiwan set up a “Severe and Special Infectious Pneumonia Epidemic Command Centre”, and multiple doctors in Taiwan gave warnings that this disease was more contagious than SARS.

Jan. 21, 2020: Celebration Goes On

On Jan. 21, Wang Guangfa, a member of the expert team to Wuhan who said in a TV interview 10 days earlier that the disease was “preventable and controllable” admitted that he himself had actually contracted the virus.
10天前，醫療專家組成員王廣發曾在視察武漢後接受記者專訪時說，這種疾病是「可防可控的」。未料1月21日他承認自己確診感染了肺炎。
In the meantime, CCP leaders in Hubei province attended a “Happy Chinese New Year” performance in Wuhan. Over 40 artists performed to “create a good festival atmosphere”. As a matter of fact, some artists were already sick and feeling unwell, and they had to overcome their fear about the contagious disease by wearing masks, to accomplish their political task. In China, performing arts must also serve political purposes; and artists must serve the CCP. Almost everyone in China knows this.

Also on this day, the US CDC announced the first U.S. case. A resident in Washington State who returned from Wuhan six days ago was diagnosed with the CCP Virus.

And, Australia also reported its first suspected case of a male returning to Australia from Wuhan.
