According to Chen Jingyu, the National Health Commission has made organ donation one of the assessment elements of third-class hospitals, but this is not enough and has not spread to all hospitals. It is essential to form an atmosphere in which the whole society promotes organ donation, especially the promotion by local governments.

Chen Jingyu suggested that the organ donation rate be made one of the criteria for a civilized city assessment, making it clear that this standard should reach the national average organ donation rate of the previous year (5.6 per million population in 2019).
