CCP To Go Underground 面臨海外清算潮 中共通知海外機構轉入“地下”

(Jennifer’s note: Below is the English translation of an internal CCP file, issued by China National Petroleum Corporation (CNPC) to its overseas offices, exclusively obtained by The Epoch Times. This document shows that the CCP has required its overseas branches and party members to go “underground”, to destroy sensitive documents, and guard party secrets. Recently, with the United States and other Western countries’ retaliation towards us, an incident happened in Australia, in which (Australian authorities) used searching for party-building materials as an excuse, searched and took away personal belongings such as mobile phones and computers of Chinese diplomatic personnel.  Our overseas offices in more than a dozen countries including Australia and Canada have received requirements to urgently destroy or transfer sensitive documents. In accordance with the requirements of higher authorities, the requirements for further implementation of overseas party building are as follows.

  1. The Party organizations of overseas units must take the initiative to accept the leadership of the Party Committees of the embassies and consulates in Cambodia, especially Southeast Asian companies in Malaysia, Singapore, and the Middle East companies in Saudi Arabia. They must accept the leadership of the embassies and consulates in Cambodia. Submit work report to the Chinese embassy or consulate in Cambodia regarding your particular country at least once a year.

    2. Under the leadership of overseas departments, overseas units should sort out and investigate potential risks, study and develop plans for emergent happening, and establish an emergency contact mechanism with the embassy and with Mainland China. The handling of emergency information in Australia and Canada must be reported to the Chinese embassy or consulate. Party members and cadres must abide by “strictly guarding Party secrets” when accepting foreign investigations. This is an iron rule and discipline.

    3. Overseas Party Building work must strictly implement the five non-disclosure rule, with no disclosure of “Party organization, Party member status, Party job position, Party activities, and Party documents”. The rules are: Treating internal and external personnel differently, be flexible and simple, be safe and confidential, and be pragmatic and efficient.

    4. Overseas party organizations should carry out party activities according to local conditions, pragmatic and efficient, and carry out their work in an appropriate form and name, with flexible arrangements for the payment of party fees and the periodicity and frequency of “three meetings and one class”. (Jennifer’s note: “Three meetings” refer to CCP meetings at the different party committee levels, “one class” refers to the regular class in which party members study CCP theories and rules). 

    5. Party activities conducted overseas are not allowed to be publicized and reported and spread on social media such as Weibo and WeChat. You may not publicly publish remarks and articles on Party building overseas, and give interviews. Report and information on Party members, Party organizations, and the content of Party building reports shall not be sent through unencrypted channels such as WeChat and email. You should not fly the national flag, wear the Party logo, or display the content of Party building work overseas.

    6. Overseas party activities, including conducting overseas party accountability assessments and inspection visits, are not required to leave a record for now.

    7. Strengthen the management of Party Building materials in highly sensitive countries such as the United States, the United Kingdom, Australia, Canada, and New Zealand. All relevant electronic documents in various storage media such as computers, mobile phones, mobile hard drives, U disks, and CDs must be completely deleted. Paper documents need to be destroyed. Important materials that are not easy to destroy should be sorted and sealed, stored securely far behind the front line, or handed over to the Chinese embassy in Cambodian for preservation.

    8. In view of the current overseas situation, we suspend the application of the Petroleum Party Building App in overseas countries and ask the relevant personnel to uninstall the Petroleum Party Building App immediately. As to how to submit the party due (without the APP), we will notify you later.
